Facility Management Services in Saudi Arabia

A facility contract is judged on the days it is invisible. SCPL operates from Dammam, in the middle of the Eastern Province industrial belt, with the mobilisation reach to cover Khobar, Dhahran, Jubail and Ras Al Khair — and the compliance structure to hold the contract legally, which after the January 2026 outsourcing rules is no longer a given across this market.

In short

Facility management covers the services that keep a building or site operating: MEP maintenance, cleaning, security, landscaping and the planned maintenance behind them. SCPL delivers these as scoped service contracts — we supply the outcome, supervise our own workforce, and carry the delivery obligation, rather than placing staff under your supervision.

Step 2 of 4

Enquiring aboutFacility management or O&M

What kind of site is it?

You're probably here because one of these is true

  • An incumbent contractor is underperforming and the contract is up
  • You are consolidating multiple single-service vendors into one contract
  • A new facility is approaching handover and needs an operator

If any of these describe your situation, say so in the enquiry — urgent cases are routed differently and we come back the same working day.

Common questions

What is the difference between hard and soft facility management services?

Hard services relate to the physical building systems — HVAC, electrical, plumbing, fire safety — and are generally statutory or safety-critical. Soft services cover the occupant-facing side: cleaning, security, landscaping, waste and hospitality. Integrated facility management combines both under a single contract and single point of accountability.

Is facility management the same as manpower supply?

No, and the distinction is now formally defined. Under MHRSD Ministerial Resolution No. 60339, effective 26 January 2026, service outsourcing (where the provider delivers a defined outcome using its own supervised workforce) is legally distinct from internal labour outsourcing (where workers are placed under the client's supervision). Facility management delivered by SCPL is service outsourcing — we direct our own staff and carry the delivery obligation.

Which areas of Saudi Arabia do you cover?

We operate from Dammam and Riyadh. The Dammam office covers the Eastern Province — Dammam, Khobar, Dhahran, Jubail, Ras Al Khair and Al Ahsa — which is where our industrial capability is concentrated.

Do you take on facilities with existing staff in place?

Frequently. Transfers of existing site teams are common at contract change and we manage them within the applicable labour requirements, including the transfer and documentation steps.
