MHRSD Resolution 60339 separated service outsourcing — a provider delivering a defined result with its own supervised workforce — from internal labour outsourcing, where workers sit under your supervision. The second is separately licensed, runs through Ajeer, and the exposure now reaches the company receiving the workers, not just the provider.
SCPL contracts for scoped, supervised delivery. If what you need is licensed labour outsourcing, we will say so rather than structure it as something else.
