Yes. SCPL handles the formation and the first setup steps — the MISA licence, the articles of association, the commercial registration, the first municipal licence and Civil Defense permit, the bank account, Absher Business or Muqeem access and the Qiwa work policy — and then the employer side: the establishment file, GOSI and Mudad, and the first visas, hires and payroll.

What happens after the commercial registration is issued?

Some of it the CR already does: for a limited company formed through the Saudi Business Center, incorporation opens the MHRSD labour file, the GOSI registration and the Chamber membership. The rest has to be in place before the first hire — the Qiwa subscription and work policy, Mudad, Absher Business or Muqeem access and the municipal licence. Then come visas, work permits within the first 90 days after an employee's entry, contracts authenticated on Qiwa, and the first wage file within 30 days of its due date. SCPL handles the whole sequence.

Do we need a Saudi employee from the start?

For Nitaqat, an entity of five employees or fewer has two levels, Green and Red, and needs at least one Saudi employee to stay out of Red — and new visas need the establishment to be in a band that allows them. Plan the first Saudi hire alongside the formation, not after it.

Where does SCPL do this?

From its head office in Dammam, which covers the Eastern Province, and its office in Riyadh. The national platforms make most of the work location-independent; in the Eastern Province, the steps that still need a person at a counter are attended by SCPL's own staff.
