How soon can we hire after the CR is issued?

Do we need a Saudi employee from the start?

For Nitaqat, an entity of five employees or fewer has two levels, Green and Red, and needs at least one Saudi employee to stay out of Red. Plan the first Saudi hire alongside the formation.
