What is different about Dammam

Port, warehousing and logistics estate, the Second Industrial City, and the government and commercial offices that sit behind them.

An Eastern Province HR file is built by mobilisations, not by hires. People arrive in batches against a project or a turnaround window, and the onboarding for each one is a sequence across several authorities that has to land in order: a contract authenticated on Qiwa in the right profession, GOSI registration inside the fifteen-day window, a work permit, an iqama issued with a profession that will pass a port gate or a plant access desk, and — for technical trades — the professional verification that applies to specified occupations before a work visa is issued at all, plus Saudi Council of Engineers accreditation for engineering titles. Office-based employers rarely meet those last two; here they are the step that most often makes an arrival late. The employee file that results has to survive an inspection at a plant gate as well as at the labour office, which means the contract, the medical, the permit and the certificates are attached to the file on day one rather than assembled when someone asks.

Offboarding is where an Eastern Province employer's liability hides, and it hides on a schedule. A crew demobilises at the end of a shutdown, the payroll stops, and the site moves on — but each leaver is a final settlement due within one week of the end of the contractual relationship, or two where they resigned; a GOSI deregistration inside the fifteen-day window; an exit or a transfer through Muqeem and Qiwa; and an end-of-service figure calculated on the contributory wage history rather than on the last payslip. Leave that open and the establishment is still carrying people it no longer employs, which surfaces months later during something unrelated — usually a Nitaqat calculation that counts them, or a wage file that expects them. For a contracting activity the Nitaqat quota is set per activity and per entity size band, and since the 2026 cycle there are five bands with no Yellow between meeting the quota and facing restrictions, so a headcount that is wrong by the people who already left is not a rounding error.

The administrative geography is the third thing. An establishment's file follows the labour office covering the address on its commercial registration, not the site where its people work, so a Dammam-registered contractor with crews in Jubail and Al Ahsa is one file with one set of obligations, and an employer with a head registration elsewhere and a yard here is two. Almost nothing in Saudi HR compliance is site-level: the wage file, the GOSI registration and the Nitaqat band are all per establishment, and a mismatch created for a Ras Al Khair crew restricts the establishment in Dammam. Attestation of commercial documents for an Eastern Province entity runs through the Asharqia Chamber, and a chamber certificate that lapsed unnoticed stalls a tender or a shipment on the day it is needed. Being the head office means the coordinators who work these counters are the ones who queue at them, and an employer gets that as a written scope naming the transactions covered, not as a claim about the province.

How the work is run

You keep the employment relationship. SCPL takes a defined administrative scope and runs it against a written statement of work with agreed KPIs and service levels — what is contracted is a defined output at an agreed standard, and SCPL organises its own team to deliver it. MHRSD Ministerial Resolution 60339 draws the line between outsourcing a service and outsourcing an internal function performed under the client's direction; SCPL contracts for the first, supervises its own employees against the scope, and does not become the employer of your staff or place workers under your supervision. In practice: a named coordinator at the Dammam head office, an agreed monthly cycle for payroll and filings, joiner and leaver sequences run as checklists with owners and dates rather than as tickets, employee files maintained to the standard an inspection expects, and a monthly report showing what was filed, what cleared and what is waiting on you. Because Qiwa, GOSI and Mudad are national platforms, the transactional work is location-independent; what the head office adds is the in-person tail — the labour office holding your file, chamber attestation, passport department appointments — handled by our own staff in the province.

Is this run from Dammam, or from another office?

From Dammam — it is SCPL's head office, not a branch and not a listing address. Eastern Province HR files are held and worked here, and the in-person steps that still exist — the labour office holding your file, chamber attestation, passport department appointments — are attended by our own staff in the province. SCPL's second office is in Riyadh, so an employer with a Riyadh registration and Eastern Province people deals with one supplier.

Our workforce arrives in batches for shutdowns. Can onboarding keep up?

Yes, if the batch is planned rather than announced. Give us the mobilisation list against the window and the contracts, GOSI registrations, permits and iqamas are sequenced ahead of it. Professional verification for technical trades is the step that most often makes an arrival late, so it is checked first, and a GOSI registration is filed inside its fifteen-day window because a non-Saudi joiner cannot be added retroactively.

What happens to the HR file when a crew demobilises?

Does outsourcing HR change who our employees work for?

No. Your employees stay your employees, on your establishment file, under contracts authenticated on Qiwa in your name, on your GOSI registration and in your Nitaqat count. SCPL administers the function as a service. It does not become the legal employer — that is an Employer of Record arrangement and a different model — and it does not supply workers or place staff under your supervision, which is separately licensed under Resolution 60339 and which SCPL is not licensed for.

Can you work alongside our site HR or camp administrator?

That is the usual arrangement here. Site or camp administration keeps attendance, accommodation and the day-to-day; SCPL takes the transactional and compliance layer — contracts, filings, GOSI, the wage file, joiners and leavers — so the person on site is not also the person answerable for a missed fifteen-day window.

How is it priced?

Against the scope you hand over and the size and churn of the file, rather than per module off a rate card — a two-hundred-head rotation workforce is a different administration job from two hundred salaried staff. The question worth asking any provider, including us, is who carries the cost of a filing error and inside what time. Ask for that in writing before you compare prices.
