SCPL has an office in Riyadh. It is one of two SCPL premises — the head office is in Dammam — and Riyadh operations and maintenance contracts are scoped, mobilised, supervised and reported from the Riyadh office, with Al Kharj and Diriyah inside its routine working region. We say that before anything else because an O&M contract is a promise about availability, and availability is decided by how far a failure sits from someone accountable for it. But the more useful thing to say about Riyadh is what the office is asked to run here, because it is not our Eastern Province work under a different name. The critical plant in this city sits inside occupied buildings, and there is no shutdown window waiting for it.

What is different about Riyadh

Corporate headquarters estate, the financial district, government-adjacent offices, and the industrial belt running south toward Al Kharj.

The defining constraint on Riyadh O&M is that there is usually no window. A process plant bends its year around a turnaround; a factory floor at least offers a production shift to work behind. Riyadh's critical plant sits inside occupied buildings — corporate and regional headquarters, financial-sector premises, ministry and directorate offices, and the data and comms rooms behind all of them — and this is the city where the Kingdom's data centre capacity has concentrated. Those assets are maintained live. A UPS string, a chilled water circuit feeding a data hall, a standby set that has to prove it will accept load: each comes out one redundant leg at a time, under a method statement naming which leg is down, for how long, what the fallback is, and who is entitled to stop the job. That changes the contract, not only the working method. Availability is measured at the load rather than at the equipment, the planned maintenance calendar is negotiated against change-freeze periods rather than a shutdown programme, and any task that removes redundancy needs a written approval route before a spanner moves. An industrial maintenance template assumes a shutdown window this estate does not have.

Inland changes the physics of the plant, and not in the direction most people assume. On the Gulf coast the enemy is chloride corrosion; here it is scale and dust. Riyadh's supply is desalinated water moved across the peninsula by pipeline, supplemented by deep aquifer wells that run hard, saline and sulphate-bearing, so tower and closed-circuit chemistry in this city is a scaling and blowdown discipline — conductivity, cycles of concentration, dosing control — and makeup water is expensive enough that the treatment skid is an operated asset rather than a serviced one. Dust is the other half of it. Air-cooled condensers dominate inland because water costs what it costs, and a dust-fouled condenser coil derates a chiller at exactly the ambient where the load peaks, which makes coil cleaning a capacity intervention rather than housekeeping. Filters, generator radiators, compressor intakes and drive and switchgear enclosures all load faster after a dust event than any annual calendar predicts, so intervals here are set on differential pressure and observed condition. Low humidity gives something back: inland wet-bulb temperatures let evaporative and adiabatic stages perform better than they do on the coast, provided there is water to run them.

Two further things about Riyadh reshape an O&M contract before the engineering does. The first is who is buying. Ministries, directorates and government-adjacent bodies are concentrated here more densely than anywhere in the Kingdom, and a public entity does not buy maintenance the way a plant owner does — the requirement is published and contracted through Etimad under the government tenders and procurement rules, with prescribed contract forms, bid and performance guarantees, a penalty schedule written into the documents rather than negotiated across a table, and payment mechanics on their own timetable. Vetting of named individuals, escorted access and controlled documentation are ordinary daily conditions on those sites, and in the Diplomatic Quarter licensing and access sit with the Royal Commission for Riyadh City on top of the occupier's own rules. The second is the belt running south-east toward Al Kharj. Riyadh Second Industrial City and the Al Kharj estates are built for the domestic market rather than for export — food and dairy processing above all, with a dedicated dairy cluster established at Al Kharj, alongside building materials feeding the city's own construction. That plant means industrial refrigeration, steam for pasteurisation and clean-in-place, treated compressed air and effluent handling, and its maintenance is scheduled to a hygiene and production regime, not to an HSE calendar alone.

What the scope covers here

Weighted to what this city actually demands, rather than a generic service list.

Critical cooling maintained live — data and comms room cooling, CRAC and CRAH units, dedicated chilled water circuits and pumps, taken out one redundant leg at a time under an approved method statement with named abort criteria, rather than waiting for a shutdown that this estate never gets.

Standby power and UPS treated as duty assets, not insurance — generator servicing, load-bank and transfer testing so a set is proved to accept load, fuel storage condition and quality management, UPS battery impedance and capacity testing, and static transfer switch checks, all scheduled around the occupier's change-freeze periods.

Central plant and the district-cooling interface — chillers, air handling and pumping in buildings with their own plant; heat exchangers, control valves, strainers and consumption metering where cooling is bought from a district operator, with the metering and commercial boundary read as an operated asset rather than a fitting.

Water and air as operated systems, written for inland chemistry — cooling tower and closed-circuit treatment run on conductivity, cycles of concentration and dosing control against hard, sulphate-bearing makeup; on-site storage turnover; compressed air with the drying and filtration a dust-loaded intake demands.

How the work is run

Nothing is priced against equipment nobody has looked at, so a Riyadh engagement starts with a condition survey and an asset register, and — because so much of this estate is live — a criticality and redundancy map alongside it, recording which assets have a redundant partner, which do not, and what the fallback is when one is taken out. From that we build the planned maintenance programme, the condition-monitoring regime, the critical spares holding and the KPI set the contract is measured on: availability at the load, response and rectification against agreed targets, planned-versus-reactive ratio, and HSE performance. Work on continuity assets runs under approved method statements that name the isolated leg, the duration, the abort criteria and the person who can call a stop, and under the site's own permit-to-work system rather than one we import; on government and Diplomatic Quarter sites we plan backwards from vetting and escorted-access lead times, and ask for them at award rather than the week before mobilisation. Reporting is monthly against those measures, out of the Riyadh office, with the asset register handed back at the end of the term. The commercial layer is not separate from any of that. SCPL contracts as service outsourcing — a defined statement of work, our own employees deployed and supervised against it, the performance obligation carried by us — which is the distinction MHRSD Ministerial Resolution 60339 draws between service outsourcing and internal labour outsourcing, and it is worth confirming with any contractor you shortlist because a model constituted the wrong way becomes the client's exposure at audit. In practice that means the service contract is authenticated on Qiwa, our people are registered with GOSI under the correct hazard classification, wages are submitted through WPS via Mudad, iqama and exit-re-entry transactions run through Absher Business, controlled-site access data is supported through Muqeem, and invoicing follows ZATCA e-invoicing. Where the contract is properly constituted as service outsourcing, the people delivering it should not count towards your Nitaqat band — worth confirming in drafting. End-of-service entitlements are provisioned and settled by SCPL as the employer.

Where is the team that would run our Riyadh contract?

In Riyadh. SCPL has two offices — the head office in Dammam and the Riyadh office — and Riyadh O&M contracts are scoped, mobilised, supervised, reported and invoiced from the Riyadh office, with site supervision reporting through it. Al Kharj and Diriyah are covered from the same office.

How do you maintain plant we are not allowed to shut down?

By taking redundancy out in pieces and writing it down first. Each task on a live asset runs under a method statement that names the leg being isolated, how long it is out, what the fallback is if something goes wrong, and who can stop the job. Work that removes redundancy needs written approval before it starts, and the calendar is negotiated around your change-freeze periods.

Whose payroll are the shift engineers on?

Ours. They are SCPL employees, on SCPL payroll, under SCPL supervisors, working to SCPL's obligation to deliver a defined scope. That distinction is not cosmetic — MHRSD Ministerial Resolution 60339 separates service outsourcing from internal labour outsourcing, and the two carry different compliance positions for the client as much as for the contractor. We contract as the former.

We are a government entity and procure through Etimad. Does that work?

Yes, and it changes how the contract reads rather than how the work is done. Public procurement in Riyadh runs on prescribed contract forms, bid and performance guarantees, a penalty schedule set in the tender documents and payment on its own timetable, so the scope and the KPI set have to be written to fit that form from the start. Vetting and escorted-access lead times we plan backwards from, and ask for at award.

Does this cover the data hall, or only the base building?

Whichever the contract says, and it is worth saying plainly. In a leased headquarters floor the landlord's base-build plant and the tenant's own critical cooling, UPS and standby capacity often sit under different agreements, and the gap between them is where incidents live. We map the boundary during the survey and write each asset into one scope or the other before pricing.

Does Riyadh dust actually change the maintenance schedule, or is that a sales line?

It changes it. Dust here arrives in events rather than evenly, so a calendar interval is the wrong instrument — filters, condenser coils, generator radiators, compressor intakes and enclosure ventilation are set on differential pressure and observed condition instead. A fouled air-cooled condenser costs you capacity at the exact ambient where you need it most, which is why we treat coil cleaning as a capacity item and report it as one.

Is scale really a bigger problem here than corrosion?

For water-side plant in Riyadh, generally yes. The city runs on desalinated water piped in from the coast plus deep wells that are hard and sulphate-bearing, so tower and closed-circuit chemistry is managed for scaling and blowdown — conductivity, cycles of concentration, dosing control — where a coastal site is managing chloride attack. A treatment programme written for Dammam does not transfer here unchanged.

Do you cover Al Kharj and the Second Industrial City, or only central Riyadh?

Both, from the same office and inside the same working region. The asset mix is different enough that the programme is written separately: food and dairy plant in the Al Kharj belt brings refrigeration, steam for pasteurisation and clean-in-place, and a hygiene regime that governs when maintenance may happen, which is not the same constraint as a change-freeze in a headquarters building.
