Operations & Maintenance (O&M) Services in Saudi Arabia
O&M is bought on evidence, not on marketing. Procurement wants to see the safety record, the certifications, the reference contracts and the technical capability before a conversation about scope begins. Everything on this page and in our capability statement is structured for that review.
In short
Operations and maintenance (O&M) contracting places the day-to-day running and upkeep of an asset — a plant, a utility, or a facility's engineering systems — with a specialist contractor under a performance-based agreement. SCPL provides O&M services from its Eastern Province base under scoped service contracts.
You're probably here because one of these is true
- An O&M contract is coming up for tender or renewal
- An incumbent contractor is failing on availability or safety
- A new asset is approaching handover and needs an operator
If any of these describe your situation, say so in the enquiry — urgent cases are routed differently and we come back the same working day.

Common questions
How are O&M contracts usually structured in Saudi Arabia?
Most commonly as multi-year agreements with a fixed operating fee plus a schedule of rates for works outside base scope, and performance measured against availability, reliability and HSE targets. Some include incentive or liquidated damages mechanisms tied to those measures.
What should we ask an O&M contractor before shortlisting?
Safety record with actual figures rather than statements, relevant certifications, reference contracts of comparable scale and asset type, the technical qualifications of the team who would actually be deployed, and their compliance structure — including, since January 2026, whether their contracting model is properly constituted as service outsourcing.
Can you take over an asset from an incumbent contractor?
Yes. Transition is the highest-risk phase of any O&M change, so it is planned as its own workstream — asset condition survey, documentation transfer, spares verification and workforce arrangements agreed before cutover rather than during it.
