This is a vacancy at SCPL itself. The successful candidate joins SCPL's own team, is employed by SCPL on an SCPL contract, and reports to and is supervised by SCPL management — this is not a placement with a client.

Responsibilities

  • Process and follow up employee government transactions end to end — work permits, iqama issuance and renewal, transfers of service, profession changes, final exit and exit/re-entry — for SCPL's own staff and, for client companies, for their employees on each client's own establishment.
  • Handle visa processing and new-joiner steps — work visas, medical, passport stamping and in-Kingdom transfers of service — so a new employee is ready to start on their own employer's records.
  • Register and maintain employee records on Qiwa, Muqeem, GOSI, Mudad, Absher Business, MHRSD, Balady and the Chamber of Commerce.
  • Coordinate with government offices, service centres and authorised representatives, and track every transaction through to completion within the agreed timeline.
  • Monitor client Nitaqat and Saudization status, review employee classification and profession data, and support Saudi employee registration requirements.
  • Maintain accurate government records and supporting documents, and track iqama, passport, work permit and insurance expiry dates.
  • Work directly with SCPL's clients on their government-relations requirements: take in requests, give regular status updates, prepare transaction and pending-action reports, and escalate delays, expiring documents and compliance risks to management.
  • Work as part of SCPL's own government-relations team, reporting to SCPL's HR & GR Operations Manager.

Requirements

  • Bachelor's degree or diploma in HR, business administration, government relations or a related field.
  • 3 to 5+ years of government-relations experience in Saudi Arabia.
  • Strong hands-on knowledge of the Saudi government platforms — Qiwa, Muqeem, GOSI, Mudad, Absher Business, MHRSD, Balady and the Chamber of Commerce.
  • Experience with expatriate employee documentation and government transactions.
  • Good working knowledge of the Saudi Labour Law and basic HR compliance requirements.
  • Good Arabic and English communication skills.
  • Strong Microsoft Office skills.
  • Highly advantageous: experience on the service-provider side — HR outsourcing, recruitment, government relations and PRO service providers, facility management, construction and contracting — or in multi-client government-relations work, where one officer keeps transactions moving for several client establishments at the same time.
  • Attention to detail, strong follow-up and coordination, time management and problem-solving.
  • A client-service mindset, confidentiality with employee and client information, and the ability to work under pressure on several transactions at once.
