HR & GR Operations Executive

This is a vacancy at SCPL itself. The successful candidate joins SCPL's own team, is employed by SCPL on an SCPL contract, and reports to and is supervised by SCPL management — this is not a placement with a client.

Responsibilities

  • Run day-to-day HR operations — onboarding, contracts, transfers, probation, leave, attendance and personnel files — for SCPL's own staff, and as the HR administration SCPL performs for client companies.
  • Coordinate medical insurance, GOSI registration and other statutory requirements, and support final settlements, exits and employee grievances — for SCPL's own employees, and for client employees on the client's own establishment and on the employing company's instruction — keeping every process in line with the Saudi Labour Law.
  • Oversee government transactions on Qiwa, Muqeem, GOSI, Mudad, Absher Business, MHRSD, Balady and the Chamber of Commerce, and make sure each one is accurate and inside the agreed timeline.
  • Monitor client Nitaqat classification and Saudization status, review workforce nationality and profession data, coordinate Saudi employee registration, and flag changes in government requirements that affect client operations.
  • Coordinate monthly payroll with the payroll team: review employee master data and bank details before processing, handle GOSI and statutory deductions, support WPS compliance through Mudad, answer payroll queries and help prepare client payroll reports.
  • Coordinate with SCPL's recruitment team on client hiring requirements: check candidate documentation, arrange visa, medical and passport-stamping steps and in-Kingdom transfers of service, and make sure each new hire is correctly registered in Qiwa, GOSI and insurance on their own employer's establishment.
  • Act as the operational contact for assigned client accounts — hold the agreed service scope, keep service schedules and transaction trackers current, report on progress and pending requests, meet agreed service levels, and escalate operational or compliance issues to senior management.
  • Report to the General Manager / CEO and supervise SCPL's GR Officers, HR Coordinators and support staff: allocate daily tasks, check transaction accuracy before submission, set operational checklists and workflows, train junior colleagues, and monitor productivity and service quality.
  • Keep records accurate and current, maintain compliance calendars and government document expiry tracking, and raise labour, residency, Saudization and government-relations risks early.
  • Prepare regular reports: headcount, Saudi to non-Saudi ratio, Nitaqat status, iqama and work permit expiry, visa and Qiwa status, GOSI status, payroll and WPS status, recruitment and onboarding, pending government transactions, exits and transfers of service, and client-specific operational KPIs.

Requirements

  • Bachelor's degree in human resources, business administration, management or a related field.
  • 3 to 5+ years of HR and government-relations experience in Saudi Arabia.
  • Strong hands-on experience with the Saudi government platforms — Qiwa, Muqeem, GOSI, Mudad and MHRSD.
  • Experience managing HR and government-relations work for multiple employees and several client accounts at the same time.
  • Strong knowledge of the Saudi Labour Law and government compliance requirements.
  • Good understanding of Nitaqat and Saudization requirements.
  • Good working knowledge of payroll and WPS processes through Mudad.
  • Excellent Arabic and English communication, spoken and written.
  • Strong Microsoft Office and Excel skills.
  • Preferred background: HR outsourcing, payroll outsourcing, recruitment, government relations and PRO service providers, facility management, construction, contracting, project management, or a multi-client HR and government-relations services environment.
  • This role suits someone who has done HR and government-relations work on the service-provider side in Saudi Arabia — keeping transactions moving for several client establishments at once, to agreed deadlines — rather than someone whose experience is limited to internal HR in a single company.
  • Leadership and team supervision, client relationship management, analytical and reporting skills, strong follow-up, problem-solving, confidentiality, and the composure to run several client accounts under deadline pressure.
